Highway Safety Improvement Program
Minneapolis-St. Paul Metropolitan Area
The Highway Safety Improvement Program (HSIP) funds cost-effective construction projects that reduce fatalities and serious injuries on all public roads. In the Twin Cities Metropolitan Area, MnDOT administers HSIP, but the process and selection decisions are made by the Metropolitan Council and its Transportation Advisory Board.
Projects are solicited for both proactive and reactive projects every other year at the same time as the Metropolitan Council’s regional solicitation. The majority (60 percent) of HSIP funding goes to local roads.
Proactive projects
- Proactive and systemic projects address known risk factors, often addressing many locations at one time.
Reactive projects
- Reactive projects address a sustained crash location.
