10: Sample RFPs, ordinances, and other resources
The following documents have been provided by municipalities upon request or are publicly available online. These documents are provided for your reference and convenience, and may or may not be suitable for use in your municipality or on your project.
City of Hopkins Micromobility RFP (PDF)

Summary: This request for proposals was created by the City of Hopkins to solicit proposals from “proven scooter and bicycle sharing” programs to make available to residents and visitors. The City of Hopkins outlined in their RFP the purpose of the project and their shared-mobility goals, the specific scope of the project, the proposal questions, and weighting criteria that would be used to evaluate and score proposals. The RFP also includes an appendix that outlines the Terms and Conditions that bike and scooter vendors would need to comply with if they were to operate in the City of Hopkins.
City of Hopkins Scooter License Agreement (PDF)

Summary: The City of Hopkins entered into a license agreement with Bird Rides, an electronic scooter sharing company, that outlined the terms and conditions under which Bird would be able to operate within the city limits.
City of Rochester RFP (PDF)

Summary: The City of Rochester issued a request for proposals for a bike and scooter share program, using a similar format and question structure as the RFP from the City of Hopkins.
Metropolitan Council RFP (PDF)

Summary: The Metropolitan Council, the “regional policy-making body, planning agency, and provider of essential services in the seven-county Twin Cities metro area,” released a request for proposals for a provider of a “microtransit scheduling and routing software system.” In the RFP, the Metropolitan Council specified the full scope of work (including their need for setup and support services), the project’s full time frame, details for a pre-proposal meeting, and evaluation criteria.
Cities of Minneapolis–Saint Paul RFP Criteria and Weighting (PDF)

Summary: This Criteria and Weighting Worksheet lists the individual criteria and the weight accorded to each criterion for use in evaluating proposals in response to a bikeshare RFP issued by the Cities of Minneapolis and St. Paul. This is a simple, unbiased, and transparent way to score multiple potential partners based on the information provided on RFPs. If you are using a criteria-based evaluation strategy, ensure that your criteria are specific and measurable enough to assign a meaningful score.
City of New Ulm Micromobility License Agreement (PDF)

Summary: The City of New Ulm created a license agreement to define rules and regulations under which their shared- mobility providers must operate. This license agreement references the Ordinance that the city also created, and provides specific and measurable requirements for use of the city’s right of way, size caps, maintenance and safety requirements, parking restrictions, data collection and privacy, licensing fees, and legal protections for the City.
City of New Ulm Micromobility Ordinance (PDF)

Summary: The City of New Ulm created and adopted an Ordinance specifically to address micromobility sharing operations within the municipality. The ordinance specifies that companies must operate under a license agreement with the City, and that any micromobility sharing company that operates in New Ulm must also agree to the terms and conditions set forth by the City. The ordinance also specifies how the requirements will be enforced in the event that the ordinance is not followed.

City of Hastings Ordinance (PDF)

Summary: This sample ordinance from the City of Hastings provides another example of how a municipality might establish regulations to best meet the community’s needs related to micromobility, before companies begin operating in the city.
City of Willmar Bike Share Sales Agreement (PDF)

Summary: As part of a small bike-share program, the City of Willmar entered into an agreement to purchase, install, and operate a bike-share system. The sales agreement includes background information about the sale, along with purchase orders and terms and conditions for the agreement.
