Kellogg Blvd./3rd Street bridge work will close I-94 east of downtown St. Paul this weekend, February 13-15

ROSEVILLE, Minn. —The city of St. Paul again plans to close Interstate 94 in both directions east of downtown St. Paul this coming weekend to install bridge beams over the interstate. The work was cancelled twice earlier this winter due to extreme cold and wind. Work was halted this past weekend after construction crews experienced issues with transferring the 200-foot bridge beams by crane from a semi-trailer.  Safety concerns led the contractor to stop the work and reopen the interstate around 12 noon on Saturday.

Both directions of the interstate will close through the Dayton’s Bluff neighborhood starting at 10 p.m. on Friday, Feb. 13 until Sunday, Feb. 15 at 5 p.m. The posted detour for each direction will be I-694 to I-35E.

The bridge beams to be installed over I-94 are the second-longest prestressed concrete beams ever installed in Minnesota. They are nearly 200 feet long, eight feet tall, three feet wide, and weigh approximately 250,000 pounds (125 tons).

I-94 Closure Details
The hard closure of I-94 will be at Hwy 61 for westbound traffic and Hwy 52 for eastbound traffic. Access to local streets, including Etna Street and Wilson Ave, will be prohibited and all westbound I-94 traffic will be routed southbound on Hwy 61. The city also will close exits to Burns Ave. to reduce cut-through traffic on local streets.  

To access downtown Saint Paul from the east, motorists will take Hwy 61 south to Warner/Shepard Road. Traffic will exit on White Bear Ave. from the east to access local streets on the east side of the city.

The Kellogg Blvd./3rd Street bridge closed for reconstruction in July 24, 2024. The city of St Paul is replacing the bridge to address the need for a more reliable connection to the city that will accommodate people walking, biking, taking transit, and driving. The project is expected to be completed in the fall of 2027.
