The Traffic Engineering Manual is issued and updated by the MnDOT Office of Traffic Engineering. The purpose of the TEM is to establish uniform guidelines and procedures, primarily for use by MnDOT personnel. Uniform application of guidelines and procedures aids the road user in recognizing and understanding the various traffic control devices used throughout the United States. This manual presents engineering information typically required in the design and application of traffic control devices for trunk highways.
