Reason for retiring policy
The purpose of this policy was to promote Performance-Based Practical Design (PBPD) at MnDOT. It directed MnDOT design professionals, acting in accordance with the professional standard of care, to incorporate a flexible, performance-based, and practical approach into their everyday design practice. These requirements have become ingrained in MnDOT’s design process.
The principles of PBPD are being encompassed in the Facility Design Guide, a staple in every new designer’s office space. Additionally, the updated AASHTO Green Book allows greater flexibility, and the next version will offer even more flexibility. Finally, MnDOT has developed PBPD Guidance which is available on the Transportation Project Development Process website for designers’ use.
The policy is no longer needed because the criteria have been incorporated into these other resources.
