FTA Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program – Vehicle Capital Program

The Vehicle Capital Program supports the purchase of transit bus(s), minivan(s) and full-size van(s). This opportunity includes Federal Transit Administration (FTA) grant funding financial assistance administered by MnDOT. It's an opportunity to apply for Formula Grants for Enhanced Mobility for Seniors and Individuals with Disabilities (FTA Section 5310) funding as part of the Public Transit Participation Program.

  • Jan. 30, 2025: Letter of Intent to Apply deadline
  • Feb. 10, 2025: Public notice and affidavit of publication deadline
  • March 30, 2025:  Application deadline 4:30 p.m.

Eligible organizations

  • Private nonprofit organizations
  • State or local governmental organizations approved by the state to coordinate services for seniors and individuals with disabilities
  • For-profit organizations
    • Only if there are no nonprofit organizations readily available in the area to provide the services for seniors and individuals with disabilities

Application process

Step 1

Log into the BlackCat Data Management System grant application program with your assigned user. If you need access to BlackCat, email Chuck Morris for a username and password.

Step 2

Choose 2026 – Section 5310: Transportation for Elderly Persons and Persons with Disabilities (2025 application for 2026 award)

Step 3

Follow the instructions to complete your application in BlackCat.

After you apply

  • Your application will be review for compliance.
  • Our statewide committee will review and score your application.
  • We'll send award notifications in winter 2026.

Reporting requirements

If we award you funds, you must submit the following reports:

  • Quarterly Ridership Statistics (service level and passenger stats)
  • Annual Vehicle Statistics Report (VSR)

For the Quarterly Ridership Statistics, you'll complete the reports in BlackCat Data Management System and submit them 30 days after the month of reporting. Work with your transportation program manager to complete these reports.

Pursuant to Minn. Stat. 13.03, subd. 1, all government data collected, created, received, maintained or disseminated by a government entity shall be public unless classified by statute, or temporary classification pursuant to section 13.06, or federal law, as nonpublic or protected nonpublic, or with respect to data on individuals, as private or confidential. The responsible authority in every government entity shall keep records containing government data in such an arrangement and condition as to make them easily accessible for convenient use. Photographic, photostatic, microphotographic, or microfilmed records shall be considered as accessible for convenient use regardless of the size of such records.
